A proxy gateway is a service that takes requests for web services and routes them to endpoints that you specify in proxy groups. In other words, it gets your request and routs it to one of (usually the most available) the multiple proxy servers found under the gateway.

Are a proxy gateway and a proxy server the same?

A proxy server, on the contrary, is a tool used to represent other servers or computers on a network. Typically, it is used for various reasons, including load balancing, caching, access blocking, etc.
